Skero Consulting Services, LLC (SCS) is led by retired U.S. Border Patrol Chief Patrol Agent Austin L. Skero II. Chief Skero’s law enforcement and executive leadership experience was developed over decades of distinguished service at the local, state, and federal levels.
A retired Senior Executive Service (SES) leader in federal law enforcement, he brings more than 35 years of extensive experience in operational command, organizational leadership, and professional training. He currently holds a Master Peace Officer license in Texas and is certified by the Texas Commission on Law Enforcement (TCOLE) as a law enforcement instructor and firearms instructor.

Border security liaison and consulting
Having served with both the U.S. Border Patrol and the Texas Department of Public Safety’s Special Operations Group, Chief Skero possesses extensive operational knowledge and practical experience in border security and related policy matters. His career includes direct involvement in border enforcement operations, interagency coordination, and strategic leadership in complex security environments.
Over the course of his service, he has developed a broad and trusted network of federal, state, and local border security professionals. This established network enables SCS to efficiently obtain accurate information, facilitate coordination, and ensure client questions are answered and operational needs are effectively addressed.
RFP consulting and review
Drawing on Chief Skero’s comprehensive executive-level leadership experience—including his tenure as Executive Director for U.S. Customs and Border Protection’s Law Enforcement Safety and Compliance Directorate—SCS brings unmatched insight into federal acquisition and operational requirements.
During his service in that role, Chief Skero oversaw the procurement and contract management of all CBP firearms, ammunition, ordnance, and less-lethal systems. This firsthand executive experience provides SCS with a detailed understanding of government procurement processes, evaluation criteria, compliance standards, and performance expectations. As a result, SCS is uniquely positioned to help clients develop competitive, responsive, and strategically aligned proposals—ensuring their submissions effectively address requirements and stand out in the federal acquisition process.

Having served as Executive Director of U.S. Customs and Border Protection’s Law Enforcement Safety and Compliance Directorate, Chief Skero understands that sound policy, clearly defined procedures, and disciplined practices are essential to ensuring accountability, legal compliance, operational effectiveness, and public trust.

Use of force policy and case review
Chief Skero directed all aspects of CBP’s Use of Force Program. He chaired the National Use of Force Review Board, led the development of force-related training curriculum, standards, and instructor certifications, and oversaw accountability for all CBP use-of-force equipment.
Combined with his current service as a licensed Master Texas Peace Officer and certified law enforcement and firearms instructor through the Texas Commission on Law Enforcement (TCOLE), Chief Skero brings both executive-level policy authority and current, field-based instructional expertise.
This rare combination of national-level program oversight and active law enforcement credentials uniquely positions SCS to assist agencies seeking to strengthen or modernize their use-of-force programs. Having served as a Border Liaison Officer with the Texas Department of Public Safety Special Operations Group, Chief Skero worked directly with local law enforcement agencies and border communities to ensure compliance with state border security grant requirements. His role required close coordination, regulatory oversight, and practical guidance to agencies responsible for administering grant-funded programs.
SCS is thoroughly familiar with the eGrants system and the compliance standards established by the Office of the Texas Governor, Grants Division. SCS provides knowledgeable assistance to agencies seeking to navigate grant requirements, maintain operational compliance, and strengthen their reporting processes.
